Description   

The Emperor cult never wholly became a religion. This cult principally was an institution aiming to create solidarity and security among the people within the boundaries of the Roman Empire, regardless of language, culture and religion. It was an honorable privilege for a city to attain Neocoros, which meant that the Emperor permitted to the people to build a temple for the Emperor cult.

On his visit to Ephesus in 29 B.C., Emperor August permitted the construction of Dea Roma and Divius Julius Caesar Temples on the Eastern Prytaneion. Against its competitors Pargamon and Smyrna, Ephesus maintained its respectalility as Neocoros for a long time during the years of below listed emperors :
Domitianus (81/96)
Hadrianus (117/138)
Caracalla - Geta (211/212)
Elagabalus (212/222).
