This garden was constructed in 1965 as a facility for the reception of official guests of the City, or cultural event, such as, the citizens' tea ceremony, and so forth. The garden contains two tea-houses and a pleasing array of over 1000 stones. About 800 stones and one tea-house were originally part of a residence built around the year.
