The portrait was painted during Rubens's stay in England in 1629-30.
An art collector and patron, Thomas Howard, 2nd Earl of Arundel (1585-1646), was the most influential connoisseur in England. He fostered the careers of many artists, including Rubens who called him "one of the evangelists of art". He is shown wearing the insignia of the Order of the Garter on a blue ribbon.
