This Belgian artist adopted the pointillist painting technique of Georges Seurat in the late 1880s. In the following years he painted coastal and boating scenes characterized by a highly animated application of paint. The site here may be the French Riviera which the artist began to visit in the summer of 1892.
Signed with the monogram TVR at lower right.
