First prize in a two-stage, open competition held in 1996/97 for the new Land representation building was awarded to the Berlin architect, Dietrich Bangert. The portico, foyer, reception hall, loggia, terrace and courtyard garden, which follow each other in sequence from Tiergartenstraße to the garden, allow flexibility in the staging of functions. At the heart of the building is the reception hall in the form of an indoor pavilion. A gallery above the entrance provides additional space for conferences and exhibitions as well as an open light well functioning as a "lantern" in the foyer. A wine bar from Baden and a beer cellar is open to the public.
The architect has carefully avoided giving the three-storey building an office-block facade and it therefore appears open and inviting at street level. For receptions and representative purposes the administrative part of the Land representation includes a room with a fireplace and a roof terrace, which provides a panoramic view of the city skyline.
